One of the fundamental issues in the employment aspect is unemployment. Open unemployment is a person who is in the labor force (15 years and over) who is looking for work, who is preparing a business, who is not looking for work because it is impossible to find work (previously categorized as not labor force), and who has already have a job but haven't started working (previously categorized as workers), and at the same time they don't work (jobless). In addition to open unemployment, also known as Under Unemployment, namely workers who do not work optimally who work less than 35 hours during the week. The problem of unemployment and underemployment is a serious problem because it can cause the level of national income and the level of prosperity of the community not to reach their maximum potential.
